Does Space Mouse navigate like a regular mouse?

Seems like a basic question but I can not move the cursor to select an option or navigate it around on a screen. This is outside of a 3d environment. Or do i need to use a regular mouse for regular mousing and the Space mouse only in 3d environments.

Never mind. I read the manual closer and now i understand.
