CAD Mouse configuration for all Programs

Hello,
I want to customize my CAD mouse and also 3D mouse wireless to have the same button assignments across all softwares.
I mean I want to define global buttons first, then if I need I will customize per software after the global default are customized.
Any way I can do this, I really find very hard to keep remaking the same adjustment for each software.

Is there's a way to do this?

You can create scripts or configurations that map mouse button presses to specific actions globally. This way, the same buttons perform the same actions regardless of the active software.

You can do this, but not with the GUI. You need to edit XML files, if that is something you are comfortable with.
It can be somewhat application dependent.
I'd need some details. Which application(s)?
