I'm wondering what kind of company is so quick to jump into using bug-infested new version NX 1899? Is the downstream ready to accept the new format data for production/manufacturing?

we are aware about this problem and are working on it. We are tracking this issue with our internal bug number WIN-567.

You are right, we had bad experience with quick jump to new version. We are still on NX12 version.

There are those of us in the support industry that do not have an option to opt out and we would still like to use our 3Dconnexion devices.

The engineering quality is just not there, QA and QC personals are sacked to reduce cost, just like what happened in Microsoft's Windows 10 development process, bug after bug...

Just FYI. Issue WIN-597 is a duplicate of WIN-594.

The WIN-594 bug was fixed in release 10.6.5 published on Feb 7th. The driver software is available for download here.
