Microsoft has introduced a fix for this issue. You will have to uninstall the Virtual Earth 3D component using Control Panel and then reinstall the new Bing 3D component. Please let us know if the new version works for you.

It seems you must "calibrate" the device - please push the "Calibrate" button (Preferences -> Other -> 3Dconnexion) with nothing touching the device cap. Does it work then?
