Spacemouse Pro Hardware Only?

Hello, purchased a 3D mouse Pro on a webshop.
The article number was 3dx-700040 and was identical with other webshops.
But the name mentioned " hardware only"" and that made me curious. They told me that there was no software licence delivered?

How can that be possible?
Could someone tell me wat the problem is?
